Problems formatting hard drive

All I want to do is format my hard drive so I can get a
fresh start with XP. My computer is haveing all kinds of
problems and when I try to format it in the command promp
it won't because "volume is used by another process" the
problem is I don't know what this other process is. I tell
it to stop the process but it can't. That is my problem. I
just want to format the hard drive. Thanks.

To reinstall your Windows XP operating system, disconnect the computer from
ANY method of connecting to the Internet, backup your important data, boot
from the Windows XP installation CD, follow the on-screen prompts, delete
the partition(s), create new partitions, continue following the on-screen
prompts. Once you have finished installing, turn on the Internet Connection
Firewall (use the built in Help and Support to find out how to do this) and
then connect to the Internet. Go straight to
http://windowsupdate.microsoft.com/ and scan for, download and install all
critical updates.
