problems disabling XP firewall

I can't disable my firewall. I've gone to Network Connections, I've right-clicked on the connection, and I've clicked on Properties; nothing happens. The Properties window does not open. I've highlighted the connection and clicked on "change settings of this connection" on the right; again, nothing happens, and the Properties window does not open.

So what's going on, here? Are there any other ways to disable XP's firewall?
 
Disabling a firewall is not a sensible thing to do..

I realize that. But since I enabled the firewall last Tuesday, I have not been able to access many secure websites. I can not log onto PayPal, for example, or buy anything from any on-line merchant. Those pages simply will not load up. I also have been prevented from checking one of my email accounts. I have been unable to pay my bills on-line, as those sites also will not load up. I'm assuming that the XP firewall must be preventing me from accessing those sites, since these problems did not start until after enabling the firewall

Greetings --

The WinXP firewall should not have had any affect whatsoever on
any of those activities, unless the sites in question use
unconventional ports to perform unsolicited attempts to communicate
with your computer.

If you disable the firewall, and fail to install a replacement, then I'm
sure it wont be long before yr unable to access anything.
The default XP firewall is not causing these problems

Any idea what could be causing these problems? And any idea why I can't open up the properties window for the connection?
 
Jim Byrd has noted some possible problems related to Secure Site Access
which I have shamelessly copied here.

Hi Jim - A couple of people have reported that the following fixed
their secure sites access problems.

go to start, run and then type in regsvr32 softpub.dll
next, hit enter
