Since reformating my hard drive with XP, I've lost a couple of features. For
example, I have no 'Restart' option under Start> Turn Off Computer? Plus my
machine can take an absolute age to shut down? Any ideas?

You can always try going to run>cmd>shutdown -r to restart and you can see
the switches (choices of commands) by typing in the cmd prompt shutdown /?
which is tantamount to help to a extent at that prompt.

Often this is a symptom of a setting in a 3rd party like XP Smoker Pro so
check any 3rd party tweakers if you have them.

As to Shutdown problems, I recommend two places.

You may be able to restore your shutdown functionality by checking and
searching for "shutdown" on this page and applying some of the tweaks
http://www.kellys-korner-xp.com/xp_tweaks.htm

or find a registry key that will do it by searching "shutdown" and
www.winguides.com

I would have put the exact key up, but I was unable to be sure in reading
the shutdown mods at Winguides which one and value would be correct.
Someone else might.

One trick to help with shutdown hangs at "Windows is saving your settings"
is top go to run box>devmgmt.msc>expand USB Serial Bus Controllers>Right
Click Root Hub entries (each and every one)>left click properties>power
management tab>take checkmark out of box "Allow this computer to turn off
this device to save power."

If you cannot use this info to restore your start button after consulting
these resources, you may want to either make a shutdown/restart button using
the shortcut wizard and keep it on your desktop or drag it anywhere, or you
can do a repair install if you have an XP CD, an OEM XP CD, or some type of
upgrade CD from MSFT.

Try "Resources to Help Troubleshoot Shutdown Problems in Windows XP"
I would say, that there has something gone wrong during the
reinstallation. If possible, retry the reinstall or repair Windows.
"How to Perform an In-Place Upgrade (Reinstallation) of Windows XP"
