problems after installing the security patch

Windows Version: WinXP
"Not enough quota available to process this command" after
clicking on Control Panel. rebooted pc. tried to connect,
still the "Not enough quota available to process this
command." rebooted again. able to connect. i wanted to
check the privacy settings. the same message "Not enough
quota available to process this command"

I'm tired of rebooting all the time just to dial-up to the
internet.

BTW. I'm using another pc (Windows 98SE)
