problematic list box

I created a field "States" and specified a lookup wizard to use a list box
with two columns. However on the form, it shows the 2 columns but does not
allow the first value in the list. Why is this so?
 
The problem is that we can't see what you have in front of you.
What your Form looks like or is set up.
How your control is set up etc.
"but does not allow the first value in the list" tells us absolutely nothing
