Problem with XP log off/shutdown...

OK, I'me having trouble when I try to shutdown or log off
of XP Home. I can switch users, but anything else just
leads to the system doing nothing. It seems to start to
try and shut down, but stops. If I try and load a program
(like display properties), it gives me a message about the
application failing to initialize because the station is
shutting down. Even Ctrl, Alt & Del won't work, but in
that instance, I don't even recieve the message about the
system shutting down.

Every so often, when I let it run, it will eventually get
logged off, but will then hang when the blue Windows XP
screen appears about shutting down. I have left it for
hours on this screen and nothing happens.

I have tried that patch from the Windows Catalog, and I
have installed all critical updates. This is kind of
annoying since I use a dual-boot setup, and everytime I
want to boot into 98, I have to use the main power button
on the front of my PC, which leads to a Scandisk operation
when I load XP again later.

Any ideas what could be the problem?
 
Nope, not running Window Washer. I'm not even running
TweakUI.

If you are running Windows Washer, check your settings for logging
off/shutting down.

This edit controls whether Windows should automatically power down or reboot
your computer once it has finished the shutdown process.
