Problem with windows update Q819696

Every time I go to windowsupdate.microsoft.com it says I have to install the
Security Update for Microsoft Windows (819696)

I installed it but when I reboot and go back to windowsupdate.com it is
still there as if I had not installed it.

I also downloaded the Q819696_WXP_SP2_x86_ENU.exe file from the catalog and
installed it but again windowsupdate.com says I have to install it.

Since that is a security fix for direct X, I would try to

reinstall the newest version of Direct X.
