Problem with Windows Installer service

When I boot windows XP, I get the following error in thew
event viewer;

Source: Service control manager
Event ID: 7000
Description:
The Windows Installer service failed to start due to the
following error:
Access is denied.

When I try to start the service, I get this message:
Could not start the Windows Installer service on Local
Computer
Error 5: Access is denied
