problem with video card

Within the last few months, I've replaced my video card
the old one had a cooling fan failure, this new one
doesn't have a fan, just a heat sink.
The problem I'm having is this, if I turn off the pc and
try to turn it back on, I get the bios beeps 1 long 2 short
saying it can't initialize the video card, so I turn off
the power to the pc and let it set for a few minutes
and it works. I installed an additional case fan right
next to the video card, so the fan draws heat from the sink
and expells it out of the case. I would think this would
be enough.

Also I've had problems with the connections to the hd's
fail, I woke this morning to a black screen, and the nasty
message, no operating system found, insert operating
system disk and press enter, I had to shut off the pc
and remove and reinsert the cables to get my hd's back
is there a contact cleaner for the mb connections/cable
connections that I can safely use to clean the connectors?
the MB is rather new, only a few years old, the cables are
old however 5 years.
 
Check the IDE ribbon cable for signs of melting, burning or other damage
from the overheating video cards....
....better yet, replace them anyway.
