Problem with shutdown

I have a dell Latitude with XP Professional. Every time I want to restart or shut down my laptop, the screen freezes on the blue screen reading "shutting down" and I have to hold down the power button to shut it off. I've tried defragging, and installing recommended updates for this problem but it hasn't helped. Please give me any info on how to solve this. Thanks.

I have already tried the shutdown site, downloaded everything, made all the changes, nothing works. Is there anything else I can do?
