Problem with possible virus on Outlook Express

Sometime back, I started having problems with my system
crashing when I let the computer sit idle and the
computer would turn utself off. Whenever I rebooted,
Windows told me my system had crashed. Well, about the
same time an icon started appearing on "My Desktop". it
was a file icon with the lable "~". Just ~, by itself.
So, suspecting it was a virus, I would delete it and
remove it from my recycle bin. Then, a few days later,
the icon would appear again. I tried to search for it in
Windows Explorer, but I couldn't ever find it in a file
anywhere. So, today, a search shows it as an individual
file in Outlook Express, but whenn I try to doubleclick
it, I'm told it can't access the file without knowing
what it's in (I can't remember the exact wording). What
I'm trying to find out is: Is this a valid Outlook
Express file? My Norton Internet Security (current) does
not show that the file is infected, but it is my
understanding that virus writers can tell an antivirus
program that the file is OK. I don't know whether or not
to delete the file "~". Help, please.

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups). The links under the newsgroup
references are for use with MS's web newsreader (not exactly the best way to
post but it works for some people)
