problem with paging file

This is the message I get when I start my computer:
Your system has no paging file, or the paging file is too
small. NOW to fix this problem, go to system in control
panel click the advanced tab, and under performance click
setting on the advance tab, click custom size, and then
type an initial or maximum paging file size.

That I did, still did not help, because when I reboot,
the computer starts to load and then gets stuck, I then
have to push control alt delete, but instead of the
computer restarting it loads to my desk top.
