Thanks for posting here.
If the problem only occurs on a particular client or some particular
messages, it is most likely caused by that there are some other rules
operating the same message instance at the same time, so the "move" rule
cannot delete the origin message. To solve the problem, please add "stop
processing more rules" condition in the "move" rule. You can find this
condition on the same tab with the condition "move it to a specified
folder".
If the problem persists, I suggest creating a new profile for Outlook. To
do so, please refer to:

You can also try creating the same rule on other working machine, would it
work properly. If we still got the same problem, you may export the rule
and send it to me at (e-mail address removed) or attach it in the post. So I
can do some further research for you.
