Problem with Microsoft Photo Editor

I can not open up Microsoft Photo Editor. If I go to the start button and
over to Office XP and to Photo Editor it will not open, but if I have a Photo
to open it will open the photo in Photo Editor. I just can not open Photo
Editor by itself. Help.

Seems that the shortcut is damaged. Search for the file "PHOTOED.EXE"
and doubleclick. If the program starts, create a new shortcut to that
program file.
