Problem with menu bar

I have a strange request here. I repair computers for friends and
charities. Unfortunately children are good at wrecking computers in a
way nobody can figure out. If you look at the bottom menu bar there is
a top edge. You can drag this up. What the children have done has
baffled me. It is double the size and I cannot get it down. I can drag
it up more, but not below this position. Is there a file that has
information on this. It is set to auto hide but when visible it is too
tall.

Right-click on the taskbar and unlock it. If that doesn't solve the
problem, it might be the "Quick Launch doubled" issue:

What happens is that the end "margin" of the QuickLaunch toolbar has
gotten so far over to the right that it is now down below. Unlock the
Taskbar and then "grab" the dotted line on the bottom bar and drag it
up to immediately to the right of the QuickLaunch icons. Now you've
successfully made the QuickLaunch toolbar shorter and can "grab" the
top bar of the Taskbar and "push" it down to the regular one-tier
height.

If Quicklaunch or another toolbar is displayed on one line and the
taskbar on the other line, you can click one divider, just right of the
Start button, and drag it to the right, and up/down till the two
toolbars are tall and adjacent to one another. If one divider won't
cooperate, try the other. Now you should be able to resize the taskbar.

I assume you are asking about the "Task Bar." Is that correct?

The task bar is resizable, like a window. Put the cursor on the edge and
make it turn into a double-headed arrow. Then click and drag it to the size
you want.

If it won't resize, it may be locked. In that case, right click on it and
uncheck "Lock the Taskbar," Then try again.

Also note that if you have toolbars on the task bar on multiple lines, you
won't be able to reduce the task bar size to fewer than that number of
lines. Put all the toolbars on one line first.
