Problem with Internet Explores's web search function

Every time I try to do a web search I get this error
message in the search pane.
"Are you looking for a search engine?
If you are seeing this page, it is because you have
downloaded a malicious program that is keeping you from
visiting the page you intended.

I have tried uninstalling, reinstalling and tweaking the
set up to no avail. Does anyone know have a solution?
