Problem with C & D Drives

I can not access my C and D drives. When I put a disc in
the drive, then try to access it I get this message

C:|is not accessible
Incorrect function
D:\is not accessible
Incorrect function

I also get the exact same message when I plug my Sony
Cybershot Camera in to a USB port to download pictures.
HELP! I did take the cover off, made sure that all
connections were tight, that did not correct the problem.
