problem with ANY "setup.exe" files

Weird, weird stuff.

I have a brand-new *clean* install of WinXP Pro. I
installed Norton 2004 immediately after, and before I
connected to the net through my cable modem.

Connect the cable and try to download new driver
packages. It cannot pull any "setup.exe" files from the
download distributions, nor can I run anything
named "setup.exe" on my computer now. (edit: It's never
done this before, and I couldn't run "setup.exe" before
connecting the cable).

I can rename "setup.exe" to "setupa.exe", and it'll work
fine - but that dosen't help when my drivers are sealed
up in a distribution! Grr!

OK; that points away from policies that block use of the Windows
Installer, towards something related to the name "Setup.exe". I'd
suspect some sort of AppPaths or similar thing that has hijacked the
name in some way... did the Norton install work perfectly, or fall
over and have to be redone? If so, that may be it... suspect this if
Norton's Setup.exe is the only Setup.exe that('s allowed to) work(s).
