Problem w/ Offline Folders

I have set up Offline Folders for a user's laptop so they
can access their messages away from the office. I have
followed the instructions listed in Online Help and in
several Q articles in KB. When I unplug the laptop from
the network and try to open Outlook, I get the first box
that comes up when it can't find the Exchange server and
gives me the option to Connect, Work Offline or Cancel.
When I select Work Offline, I get the error "Cannot start
Microsoft Outlook. Before you can use the offline folder
file, you must connect to your Microsoft Exchange Server
with the current profile and synchronize your folders at
least once." I have synchronized the folder a number of
times and I know the sync worked because the file started
out at only 112 KB and was over 36 MB after the sync was
performed.

I tried this on my PC and it worked as advertised, so
there is something about the way his laptop is configured
that is different, but I have no idea what that might be
or where to look.

Has anyone else encountered this problem? If so, how did
you resolve it?

Test:

Log in as the user while connected.
Sync the mailbox, and also tell OL to prompt for a connection/offline use at
startup. You don't mention your OL version, but it's in the properties of
the Exchange server service -
Close Outlook.
Open outlook, choose Work Offline. Is it OK then?
If so, close outlook, log off, disconnect the laptop from the network, log
in again as the domain user (cached credentials), open Outlook, choose Work
Offline, and see if it's still OK.
