problem w/ IE

I am unable to access secure pages on internet explorer. Every time I try to access a form or my bank account I get the this web page is not available at this time. I have tried to download other browsers like Netscape and Opera but they will not recognize that my computer is connected to the dial-up connection (yes dial-up). I am not sure what to do now.

Do you have Cookies enabled? Tools>Internet Options>Privacy>Advanced.

My cookies privacy settings are at the lowest level and the cookies is marked accept where you told me to go
