Problem updating records

My problem: I can't update, delete, or access records.

I have a database set up so certain users have limited access to certain
forms. But the people who I've given permission to update or change can't
change anything. On startup it goes to a switchboard, and a user can access
forms. When in the form my designated people (myself included) can't use the
"find record" button I put in. It says "can't access now". No other records
show up? Any ideas for what I need to change in my permission section?

Are any records showing up in the form?

Do you perhaps have the "Data Entry" property set to "Yes" - this will
make it only Add records and not view previous records. If so then set
it to "No"

The problem is with the switchboard. It has only 2 form modes, add and edit.
Is there a way that certain users will only have add abilities, and others
can have both?
