Problem to connect to website

I am having this kind of problem since quite a time ago. I can logon to my
ISP server but I cannot surf the internet. I dont know why? I tried to use
the system restore to to restore back the settings and configuration to the
earlier state but still no change, I still cannot surf the web. This is very
disappointing me. Not only that I also cannot retrieve all my e-mails using
Outlook Express.

Please help me to solve this problem so I can surf the internet and download
all my e-mails from the server.

What is the malware status of the computer? Be sure it is clean:

If the machine is clean, what hardware do you use to connect to the
Internet? If a modem, can you test it with Hyperterminal? Call a
different phone to see if the modem works, like a cell phone. If you
have broadband, is the light on the network adapter on?

More information about your computer, how you connect to the Internet,
and the malware state of the computer will enable you to get more
specific answers.

Have you contacted your ISP for help? They know best how to use their
service.

Without any details of your setup, it's hard for us to say what's
wrong.
