Problem: Outlook not sending from outbox

Test account settings in tools-email accounts are working fine. Messages
are being received. But messages aren't being sent from the outbox. The
text on the lower right locks in "preparing to send/receive.

Thoughts or what should I do next.

Following further: I create a message, hit send and it ends out in the
outbox where it stays. It just won't send.
