problem opening windows programs

when I try to use device manager (r click my comp, properties, hardware,
device manager. The program pops up for a split second and disappears. This
also happens with msconfig and if I try to ctrl+alt+del if I have to shut
down a program which isn't responding...anyone know why these programs do
this.

I would scan the system for malware with Ad-aware
(http://www.lavasoft.de) and for viruses.

You've been infected rather badly.

Go to http://www.majorgeeks.com/downloads31.html - you want AdAware SE,
Spybot and SpywareBlaster.
Install SpywareBlaster after getting it to update. This will make life
interesting for the resident crapware.
Install AdAware, update it and let scan. Fix everything. Run the scan again,
this time doing an ADS scan. It will probably want to reboot, allow so.
Rescan until AdAware either reports no problems or until you get to where
it's detecting the same thing.
No install and run Spybot. If it asks to reboot, let it. Rescan until
everything is clean with the exception of DSO exploits which are a known bug
with Spybot.

Once that's done go back to the above link and download Hijackthis.
Generate a report and post it to the HijackThis forum at http://aumha.net
after reading the instructions on dos and don'ts.
