Problem Opening access

I have an overseas client who is attempting to open an Access file
(which uses a .mdw security file) and gets this error message
(translated):

"This file can not open. This file is either in the outside of the
intranet or not reliable site. Will not open due to the possibility of
the security problem. To open this file, need to copy to the storage
place of either the accessible network or the local machine."

Any help?
