problem installing win xp

I have a new computer and am trying to install windows xp
home edition.
the computer boots to the cd and after formating the HD
and installing the setup files , the computer reboots to
the cd and wants me to install it again, but says that
there is another operating sys on the partition.
I have tried installing on a different partition , the
same partition over writing everything and all I get is it
to reboot to the same thing again every tim.
I did see a quick flash of a "no emulator" a couple of
times but I can't seem to get past that point.
I tried to reformat and install another op sys win 98 but
now it won't even let me do that it says " format is not
supported "????
Please HELP!!!
 
Try a Clean Installation this way:
Disconnect all peripherals (camera, printer, scanner, etc)
Disconnect network/modem cable.
Go to BIOS and set CDROM as boot device before hard drive.
Insert Windows XP CD and reboot.
At "Press any key to boot to CDROM" quickly press a key and follow the
prompts for a Clean installation:

Delete all partitions in step 5 if you desire to erase all data on the
hard drive.
Partitioning and formatting will be done automatically.
All data will be destroyed, back-up important data first.

Enable or install firewall BEFORE connecting network cable.

Install ALL Critical Windows Updates:
Start/All Programs/Windows Update

After you are finished, you will need to load the appropriate drivers.

If your computer was shipped with Windows XP, these procedures may or
may not apply.
Check your manual or contact the computer manufacturer for more
details.
