problem installing a new video card

i've had the same system and win xp for over a year. i just recently bought a radeon 9600 se. i uninstalled the old card and drivers for it, when i shut my comp down and put in the new card it starts to boot up but xp would not load. i just got a black screen with a bliking cursor like it is in DOS but it isn't. if anyone has any idea how to fix this, it would help out a lot.
 
does anything come up on the screen besides the cursor blinking?

Sounds as if the video card is not properly seated. Remove and reinstall the
card, making sure it is seated correctly in the slot. Also if your previous
video card wasn't a AGP, go into BIOS and set your display to AGP.

nope, it just stays at that screen. when i put the old card back in xp loads then starts to search for the drivers for the old card, but will not do this for the new one.
 
last card was agp, tried making sure it was in correctly but still got the same problem. i do see the bios startup screen first but then it goes to the black screen.
