hi
when i try to download any file from the internet using ie it don't start
downloading and it don't give any error but when i try to use save as to
dowbload it ,it start to download

mzahdeh,
This is a protection created from your "FireWall" setup which is good to be
set this way so you can place the download in a folder then SCAN it with a
ANTI -VIRUS program for Viruses before installing it on to your system...
This is only a good practice so you don't get slammed with a VIRUS...

no i'm using macafee firewall and i rutned it off and try to download but the
same thing happen and sometimes when i click to download appear in the screen
as when the picture not appeared so still the problem

mzahdeh,
Try this then;
When your IE is open go to:
Tools / Internet Options / Click on the Advance Tab / scroll to Browsing
section and put a check in the Box were it says, Enable Install on Demand
(other)
Put this to work,

I get the same problem... I've installed SP2 on my XP Pro system. I've got
McAfee security suite running, no viruses, no adware/spyware. (spybot and
ad-aware)
I cannot download anything. I start to download, but it get's to ~99% and
stops. Or it completes but only with 99% of the data.

1. First of all are up on a Dial Up connection, If so this might be alot of
the problem, especially when it's a big download size, any heavy change in
packet size and you do loose data/connection to a download server.
Does this only happen you download from the Internet?
Try to install something from a diskette/cd
Want you to try Suggestion 1., try to download something after each
solution...

Suggestion 1.
Sit down hold on tight, theres 3 things that could be doing this also so we
will start with procedure No.1
if this does not handle the issue we will go forward...

1. click Start-->Select run. in the box, type services.msc Click OK
2. Find the Background Intelligent Transfer Service. Right-click on it and
select Properties
3. Click on Stop and then again click on Start. In the Startup Type list,
make sure that "Automatic" is selected. Click OK
4. Similarly find Automatic Updates Service. Right-click on it and select
Properties
5. Click on Stop and then again on Start. In the Startup Type list, make
sure that "Automatic" is selected. Click OK
6. Close the Services window
7. Go to Windows Update site and try again
