problem faxing with calling card in XP

I've been trying to setup microsoft fax to use a calling
card and the calling card dialing rules are not being
followed. What can I do to resolve this problem?
 
Is this calling card part of a per user setting?
If your Calling card settings are part of the per-user settings, you are out
of luck with Windows XP Fax. The XP Fax Service can only run under the
System account, so per-user settings are not available to it.



The Windows XP Fax service will not process dialing rules unless the phone
number to which you are sending the fax is in "international format."

Please note that the Fax Console will not show the dialed number for
security reasons. It will always show the number that you entered. So though
you dont see the translated number it doesn't mean the dialing rules are not
applied.
