Problem Downloading Files on IE

Over the past couple months, I have frequently
encountered an error while downloading files.

You know how sometimes when you click on a download link,
a window will pop asking you if you are sure you want to
download this file, and if you want to open or save it?
Bad description, but I'm positive that you know what I'm
talking about.

Anyway, when I click on a link like that, the download
automatically begins (without the window popping up and
me choosing the name and location), and the location is
located as "Temporary Folder." When it's done, I get an
error stating that the said "Temporary Folder" doesn't
exist.

Fortunately, I can get around this simply by Right Click
Save Target As, but a lot of the time websites disallow
you from right clicking, or there is an interval page in-
between, and for these I have yet to discover a way.

This happens nearly all the time, even when I go to sites
I've never visited before and click on files I've never
downloaded before.

It is as if my PC is trying to open files instead of
downloading them. Does anyone have any suggestions?

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".
