Problem deleting a folder in XP

I have a Dell running XP home edition sp1
I have a folder in My Documents that I can not delete. I receive an error
message " Can Not read from the source file or disk". When I try to write to
the folder it creates a duplicate empty folder and stores the file in the
uneraseable folder. I can read and copy files from the folder.Can someone
suggest a way to delete this folder?
 
I have had the same problem on a number of occasions I find it is easier to
go into safe mode as an administrator and delete them.

Start / run type " msconfig" without the exclamation mark then Ok> then
check Boot Ini Thumbnail> check Safeboot> apply >then ok and restart in
safe mode Reverse procedure to get back to normal

I am not able to delete even in the safe mode. I still receive the error
message " can not delete file. can not read from the source file or disk".
