Problem booting up with USB2 drive attached

I have a 2 external hard drives that are both USB2. They all have there
unique drive letter. If I leave one plugged in when I turn the PC off the
machine boots up without problems the next time I turn on the machine. If
however I leave the other one plugged in I can't boot up & get error
messages. Could the problem be that I have to tell BIOS about every drive
that might be found in slot at bootup? If so how is this done?

Id try flashing the bios to a newer version if one exsists, see if that
works.
