Problem accessing files

Hello guys, I am trying to access some files that are in a folder on a second
partition from my O.S.. I have never had a problem accessing them before.
Alos, this folder is one of a few folders that wont let me access the files
inside. I can open the folder, but I cant open programs that are inside. Its
a folder that has mostly software in it that I put there, so that I dont have
to keep finding a disc every time I format. Could someone please help? I
should note that I am the administrator on this computer. Also can you set
permissions on XP like you can on 2000?

This is just my personal thoughts...
If the files are encrypted, i don't think you can access it.
In some case, some files are run by accounts.
Especially extension *.exe files, if you right-click it, one of menu says
"Run as...".
If someone had messed with it, it might be a problem.
Also, files and folders can have a permission to access.
Like your private My Documents, files could applied also.
Try change permission that's in Properties -> Security.
If you are using Windows HE, you might need to boot safe mode and log on as
Administrator.

choose the appropriate topic.
