Privilege level to change the system time

HI,
I have XP-Pro.
I am the administrator on the computer.
Yesterday I was trying to look at the calender and tried to double-click on
the time in the system tray icon and got an error message "You do not have
the proper privilege level to change the system time"

Any suggestions as to why this might be happeneing and possible solutions
for this problem?

Click Start, Run and type GPEDIT.MSC
Navigate to:

Computer Configuration
Windows Settings
Security Settings
Local Policies
User Rights Assignment

Double-click "Change the system time"
Add "Administrators" and "Power Users" to the list.

I tried doing this but gets stuck at "User Rights Assignment"

Any other solutions or options for this?

Not sure what's causing the problem. As a workaround, try using NTRights.exe
