Printer spooler working?

After a while with the many prob;ems with my Dell 720 i have narrowed it down
to the printer spooler not working. When I go to run and then type in NET
START SPOOLER this doesnt do anything, the printer still doesnt appear in the
printer and faxes folder in control panel.

just like last time when I click on add printer or server properties, an
error comes up: 'Opperation could not be competed. The print spooler service
is not running.' and 'Server properties cannot be viewed. The print spooler
service is not running.'

Somehow I need the print spooler service to run but how?

It's a Dell which is actually a re-badged Lexmark. Follow the instructions
on Bruce Sanderson's website to get rid of all previous printer drivers and
note steps 15 through 17.
