Printer Permissons

IN many of the help documents in windows XP, it mentions printer permissons.
How can I assign these to USERS in XP Home and XP pro.

(Obviously an administrator has "manage printers" priveldge, and users have
"manage own documents" priveldge. Is there a way that I can change what
permissions are assigned to which users?

(Anything along the lines of RUN>control userpasswords2) ?
