Print sections as page 1 with letterhead and 2 without

I have a letter of two pages. The first page should print from tray 1, the
second from tray 2. But when I change the margins on Page 2, it becomes a
section as in "this section forward," and the paper from both pages prints
from the letterhead tray.
What am I doing wrong?

You can specify a tray for "First page" of any given section, but a better
solution would be to take a different approach to changing the margins; see
"More complex letterhead" in
