It does open but it is not able to run scripts so it is safe.
Also if your administrator does a good job with blocking certain file-types
(default for Outlook 2000 with security update and Outlook XP/2002 and
Outlook 2003), installed a spamfilter and keeps the virusscanner up to date
you are in a very secure environment and shouldn't be worried when opening a
mail.
From my point of view; if your sys admin says it is not safe he is not
confident that he is doing a proper job.
