Preventing outlook from receiving mail

Is there a way to configure outlook to only send mails, and not receive
them:

Is this as simple as not providing a POP3 return mail domain. ?
 
What version of Outlook? In Outlook 2002 or 2003 you can set up a
send/receive group that will only send automatically...
