prevent websurfing for specific users

Greeting Everyone,
Does any have suggestions how to prevent a specific user from not surfing
the internet at all when logged onto any workstation in a windows 2000
domain? All workstations are XP pro and the server is Windows 2000
Advanced.Humbly appreciate any suggestions.

You could apply a group policy onto that user that sets their proxy server to
127.0.0.1 and set the bypass proxy server for local intranet. Then whenever
they log into a machine they will only be able to surf the local intranet.
This will only effect IE however.
