Prevent Power User From Shutdown

I am running a Dell 4600 Windows 2000 Server. We have a
piece of proprietary software which requires anyone who
uses it to be a Power User. The recent upgrades to this
proprietary software have increased the workstation
system requirments to higher requirments than some of our
computers have. Our plan is to run those computers which
don't meet the system reqs through Terminal Services.

Some of these users are not very saavy, so I want to make
sure they cannot shutdown or restart the server. Since
they must be power users, I'm not sure how to prevent
this.

The server does not run Active Directory.

Any help would be greatly appreciated.

See Patrick Rouse's response to the post "Can the Shut Down button be removed?" You should be able to do the same
thing using a local policy by running GPEDIT.MSC on the Terminal Server.
