Prevent changes to Word template

Is there a way to prevent other users from being able to change a shared
template? I see it is possible to limit users to particular styles but what
about not changing headers and footers, margins etc?

I am using 2003.

I am using 2003.
You can put two empty paragraphs at the end of the document. Then select
everything before those two paragraphs and make it available to editing.
Because the last paragraph mark is locked out, the users won't be able to
change anything in Page Setup, including headers and footers. Otherwise,
they'll be able to work normally in the document.

I see users cannot add a section break either although they can add a page
break. Is there a list of what users can and cannot do when this process is
set up?

PS Why do I have to add two empty paragraphs at the end of the document and
not just one – seems a bit odd.

I'm not aware of one. There is (or used to be) one for form fields.

I could get the section breaks to work by inserting one at the very end of the
text being protected. (IOW, just before the third paragraph mark).

Well, I tested yesterday with just one, and that didn't lock out the
functionality you requested. Perhaps I just slipped, and didn't set things
correctly; you can try it with just one...
