Prevent all web browsing

Hi all,

In need of a quick and free solution.

We have unattended servers running at various locations which are
connected via dsl. Problem is users are using these servers to surf.
I need to prevent them from doing this.

So far I have diabled IE through Group policy but they can still surf
via Windows explorer and typing in the URL. How can I prevent this.
Cannot use 3rd party software and can't do anything at the router
level.

There must be a way to do this but so far I can't find it.

Thanks for the suggestions guys.

In answer to some of them, preventing the users from logging on isn't
an option as the site manager requires access.

The firewall is a possible solution, the temporary server I have has
Norton installed but not activated. Hopefully site machines are
making use of this.

I liked the look of the IPSEC idea but unfortunately the server won't
have it as its not part of the domain and can't complete the
configuration.

I have a work around in place at the moment whereby I have configured
a false proxy address for HTTP traffic and disabled through GP the
ability to access the connections setup of IE. This seems to work.
The server only needs to communicate via ftp.
