I'm setting up a public-use computer with WinXP Pro and a
locked hard drive that returns to its original state with
each reboot. Some users have USB flash drives. How can I
pre-install all of XP's USB flash drive drivers?

Create a slipstreamed version of Windows XP with SP2
and install it.

Either one of the following utilities makes slipstreaming
(integrating) SP2 into Windows XP a breeze:

XP does not require special drivers for USB removable drives. If I
understand your question correctly.
