I have read so many different views on this subject. Good vs bad. Some say
remove it " With the purchase of thier program". And some say it don't really
matter.

It is in my start up all the time. Even if I uncheck it from " Msconfig ".

Is this thing detrimental to my CPU usage, and, or, my computer as a whole?

It's malware and shouldn't be in Startup or on your machine. Make sure
your computer is clean:
