I am trying to open a gif file directly into Powerpoint. I don't want to
import it, but simply go file/open abc.gif.

It says you can't do this, but there is a filter gif32.flt which gives the
impression you can.
Can't find gif32.flt or any other way of doing what I am trying.

Any suggestions?

You cannot open a gif file using PowerPoint, you need a paint program to do
that. You can however insert a gif file into a PowerPoint presentation
