powerpnt.ini keeps changing its date

I use a standalone PC with W98SE, fully patched. Whenever
I start my PC, the file powerpnt.ini under %system% has
got a new date - seems like 'something' has touched it.
What is causing this to happen?
My startup programs do not include Office toolbar or any
Office products.

Additional information - I scan my PC regularly with some
of the most popular trojan scanner, virus scanner, and
spyware/malware removers. A personal firewall with
appropriate rules is installed.

www.sysinternals.com has tools you can use to monitor what files get opened and
by which app. I think the one you'd want is called "filemon" or the like.

Not all startup apps are listed in your startup folder, by the way. They might
appear in the registry as well. You might try the system information (probably
under Start, Programs, Accessories, System Tools or thereabouts) and see what
it tells you about startups.
