Powering down the hard drive

I am building a boat computer using a very low power VIA motherboard,
XP, and a laptop 2.5 inch hdd. Power is a critical concern, so I want to

use the power management capability in XP to shut down the hard drive
while letting the cpu run to perform a navigation function. Is there any

way to configure XP to minimize how often it needs to spin up the disk?

No, Windows XP has no such feature.
