Power Users Group won't allow access to Legacy Files

It seems that there are only two settings for Right in
Windows XP Pro; Adminstrator and Limited Access. In
Windows 2000 I could pick and choose access rights to
individual folders and files. Dragging and dropping to
the Shared Documents doesn't work. This was a 32bit
Windows program but Power Users on this computer can't
access and modify any User files.

Must everyone be an Administrator ? This sounds more
like XP Home. I preferred the Windows 2000 approach.
 
You still can. In Windows Explorer go to Tools, Folder Options, View and
uncheck Use Simple File Sharing. You'll see the familiar Windows 2000 style
Security tab in Properties.
 
Doug has pointed out how to enable the Security dialog
for NTFS objects.
Keep in mind that when you did
Dragging and dropping to
the Shared Documents doesn't work.
what you moved carried along the permissions
that it had. You must copy and then delete the
copied in order to get the permissions change
when the move is within a single partition.
Also, the default permisssions granted to groups
like Users and Power Users are not identical to
what they were in W2k, just as in W2k they changed
from what they had been in NT4.
