I configure the normal user to Power User Group so they are unable to
install unauthorised programs. However, it also makes them unable to
install Windows Update Patches and Norton AntiVirus definition files. Can
someone share the possible solutions to it.

Turn on Automatic Updates and set it to install automatically.

If this is a corporate environment, look into setting up a SUS server.
